Licensing Requirements Met

Guardian Shield Security has satisfied all PSRA licensing requirements, including:

Company Documentation: Submission and approval of all required application forms signed by company directors. Certificate of incorporation and articles of incorporation filed and approved. Current tax compliance certificates are maintained. General Consumption Tax registration is completed and current.

Director Verification: All company directors have provided certified copies of birth certificates, taxpayer registration numbers, National Insurance Scheme cards, passport-size photographs, and fingerprint reports as required by PSRA regulations.

Premises Inspection: Our registered office and operational premises have undergone PSRA inspection and meet regulatory standards for security company operations.

Insurance Coverage: We maintain all required insurance coverage, including comprehensive general liability insurance, workers’ compensation insurance covering all security personnel, health insurance for all security guards as mandated by PSRA, and professional indemnity insurance appropriate to our operations.

Regulatory Interviews: Company directors have completed required interviews with PSRA representative,s demonstrating knowledge of regulatory requirements and commitment to compliance.

Fee Payment: All prescribed licensing fees have been paid in full and on time.


Personnel Certification and Training

Guard Licensing

Every security guard employed by Guardian Shield Security holds individual PSRA certification and licensing. We do not employ unlicensed security personnel under any circumstances.

All guards have completed the mandatory 80-hour PSRA-approved basic training program covering legal responsibilities and limitations of security personnel, emergency response procedures and protocols, surveillance and patrolling techniques, access control and visitor management, crowd management and conflict resolution, communication skills and report writing, risk management and threat assessment, professional conduct and ethics, security technology and equipment operation, fire safety and evacuation procedures, customer service in security contexts, and critical thinking and decision-making.

Training Accreditation

Our training programs are accredited by recognized bodies, including City & Guilds, HEART Trust/National Training Agency (NTA), and other PSRA-approved training organizations. Training certifications meet international standards and align with the National Vocational Qualification of Jamaica framework.

Specialized Training

Guards assigned to specialized roles receive additional training appropriate to their duties:

Armed Guards: Hold valid Firearm User’s Certificates (Employees’ Certificates) issued under Jamaican firearm laws. Complete specialized training in firearm safety, use of force, weapon retention, and legal limitations on firearm use. Undergo regular qualification and recertification as required.

Loss Prevention Specialists: Receive specialized training in retail security, shoplifting detection, conflict resolution, customer interaction, evidence preservation, and legal procedures for detention and arrest.

Event Security Personnel: Complete crowd management training, emergency evacuation procedures, first aid and medical emergency response, and coordination with emergency services.

Alarm and Camera Monitoring Personnel: Receive technical training on security systems, alarm response protocols, video surveillance operation, and incident verification procedures.

Continuing Education

Guardian Shield Security provides ongoing professional development, including annual refresher training on legal updates and regulatory changes, new security technologies and procedures, enhanced conflict resolution techniques, customer service improvements, emergency response updates, and specialized skills development.

All personnel participate in regular training updates to maintain current knowledge and skills. Training records are maintained for all personnel documenting initial certification, specialized training, and continuing education.

Background Checks

All security personnel undergo comprehensive background screenin,g including criminal record checks through proper channels, fingerprint reports submitted to and approved by PSRA, verification of employment history and references, confirmation of educational credentials and certifications, and review of any prior disciplinary actions in the security industry.

We maintain strict hiring standards, ensuring only qualified, trustworthy individuals join our team.


Operational Compliance

Guardian Shield Security operates within the legal authority granted to private security providers under Jamaican law. We ensure all personnel understand their authority and limitations:

Authorized Activities: Protecting client property and enforcing access control. Observing, reporting, and deterring criminal activity. Using reasonable force when necessary within legal bounds. Detaining suspects for citizen’s arrest pending police arrival when appropriate. Operating security equipment including cameras, alarms, and access control systems.

Prohibited Activities: Impersonating law enforcement officers. Exceeding the legal authority of private security personnel. Conducting unlawful searches or seizures. Using excessive force or unauthorized weapons. Violating privacy rights or confidentiality. Misrepresenting credentials or authority.

Our personnel receive clear training on the distinction between security personnel and law enforcement, the limits of citizen’s arrest authority, appropriate use of force standards, privacy and search limitations, and proper coordination with the Jamaica Constabulary Force.

Conduct Standards

All Guardian Shield Security personnel adhere to professional conduct standards including maintaining professional appearance and demeanor, treating all persons with respect and courtesy, avoiding discrimination based on race, religion, gender, or other protected characteristics, maintaining confidentiality of client information, reporting incidents accurately and truthfully, following company policies and procedures, and complying with all applicable laws and regulations.

Violations of conduct standards result in disciplinary action up to and including termination and reporting to PSRA when appropriate.

Incident Reporting

We maintain comprehensive incident reporting procedures documenting all significant security incidents, emergency responses, use of force situations, detentions or arrests, property damage, injuries, and other notable occurrences.

Incident reports are provided to clients promptly and maintained in the company records. Reports are available to PSRA and law enforcement upon lawful request.

Complaint Handling

Guardian Shield Security has established procedures for addressing complaints about our services or personnel. Clients, security personnel, or members of the public may submit complaints through designated channels. All complaints are investigated promptly and thoroughly. Appropriate corrective action is taken when complaints are substantiated. Complainants receive responses regarding investigation outcomes when appropriate.

Serious complaints involving allegations of criminal conduct, regulatory violations, or professional misconduct are reported to PSRA and law enforcement as required.


Equipment and Technology Compliance

Security Equipment Standards

All security equipment used by Guardian Shield Security meets applicable safety and technical standards including alarm systems compliant with national standards, security cameras and surveillance systems meeting quality and privacy requirements, access control systems operating reliably and securely, communication equipment (radios, phones) functioning properly, and vehicles used for patrol services maintained to safety standards.

We conduct regular equipment inspections and maintenance to ensure reliable operation and regulatory compliance.

Firearm Regulations

Armed guards carrying firearms comply with all requirements under Jamaican firearm laws including holding valid Firearm User’s Certificates, carrying only authorized firearms registered to our company or the individual guard as appropriate, maintaining firearms in proper condition and storing them securely when not on duty, using firearms only when legally justified, and reporting any discharge of firearms to proper authorities.

We maintain strict accountability for all firearms and ammunition in our possession.

Technology and Privacy

Security technology, including cameras and monitoring systems, is deployed in compliance with privacy laws and regulations. Cameras are positioned appropriately, avoiding private areas, signage notifies individuals of surveillance where required, recorded footage is stored securely with limited access, footage is retained only for necessary periods, and data protection standards are maintained for all surveillance data.


Health and Safety Compliance

Worker Health and Safety

Guardian Shield Security complies with occupational health and safety regulations protecting our security personnel including providing safe working environments and appropriate equipment, training personnel on workplace safety and hazard recognition, maintaining workers’ compensation insurance as required by law, investigating and documenting workplace injuries, and implementing safety improvements based on incident analysis.

We prioritize the safety and well-being of our security personnel while they perform their duties.

Health Insurance

As mandated by PSRA regulations since 2017, Guardian Shield Security facilitates salary deductions for the self-contributory health insurance scheme covering all security guards. All employed guards are enrolled in health insuranc,e providing medical coverage.

We maintain current records of health insurance enrollment and premium payments for all personnel as required for license renewal and regulatory compliance.

Minimum Wage Compliance

Guardian Shield Security pays all security personnel at least the statutory minimum wage for security guards as established by the Ministry of Labour and Social Security. We comply with wage orders and labor laws governing compensation, working hours, overtime, and other employment conditions.


Record Keeping and Documentation

Required Records

Guardian Shield Security maintains comprehensive records as required by PSRA regulations and Jamaican law including company licensing documentation and renewals, individual guard licenses and certifications, training records for all personnel, background check results and employment screening documentation, health insurance enrollment records, incident reports and security logs, client service agreements, personnel files and employment records, equipment maintenance and inspection records, and complaint investigations and resolutions.

Records are maintained in secure storage with appropriate access controls. Records are retained for periods required by law, typically seven years or longer for certain categories.

Availability for Inspection

All required records are available for inspection by PSRA officials, law enforcement conducting lawful investigations, and other authorized regulatory authorities upon proper request.

We cooperate fully with regulatory inspections and audits.
